BACKGROUND:
The Lutheran World Federation (LWF) has been working in Jordan since 2012, assisting Syrian refugees in the Zaatari camp and in Jordanian host communities and also promoting social cohesion among the vulnerable populations. LWF Jordan Country Office is supporting to Syrian refugees and vulnerable Jordanians in urban and peri-urban host community focuses on the populous areas of Northern Jordan, in particular Amman, Zarqa, and Irbid governorates. Thematically, LWF Jordan works in the sectors of education, protection and livelihood, with gender justice and child protection being mainstreamed in all projects and activities.
SCOPE OF WORK:
The Program Coordinator, based in Amman, with frequent travel to LWF project areas, shall be responsible for coordinating the LWF World Service programmatic responses in Jordan and report to the LWF Country Representative in Jordan. In case s/he is absent, the position holder may be called to act as Officer-in-Charge /Interim Country Representative. The Program Coordinator is a senior position and requires effective diplomacy, critical, analytical, facilitative and both inter/intra personal communication skills, representational and reporting skills. Guided by the LWF Jordan Country Strategy 2019-2024, which provides strategic direction and operational parameters, the purpose of the position is to provide leadership and overall program management and coordination to the LWF Jordan Programme. The position currently supervises two Area Managers and a number of program staff. In the coming period, the Programme Coordinator will be expected to be particularly active in supporting the Country Representative and interacting with the LWF Global Funding Team in Geneva to develop and expand the financial bases for LWF’s programming in Jordan.
ESSENTIAL JOB RESPONSIBILITIES:
Leadership
· Overall coordinate of the programme, facilitate relevant and timely support to field based staff for quality delivery of the LWF projects.
· Promote the profile of LWF through active participation in program focused inter-agency coordination forums and networks in the country.
· As a member of the Senior Management Team and the Leadership Team of the Country Program, actively contribute to the achievement of the objectives set out in the Country Strategy.
· Ensure complementary and close working relationship of the program unit with the finance and logistics units of the Country Program.
· Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
· Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
· Build program teams in a complex context, coach and mentor program staff, and uphold high standards of conduct and performance to build strong operational capacity.
Programme Management
· Responsible for the planning, supervision, implementation, monitoring, documentation, and evaluation of the LWF projects in Jordan.
· Facilitate learning and capacity building among the program staff.
· Promote participation and collaboration with affected populations, as a central element of accountability commitments and in line with Core Humanitarian Standard (CHS).
· Ensure all relevant accountability and technical quality standards are met in all projects.
· Ensure all project interventions completed within the timeframe, budget and are in accordance with the LWF World Service policies and guidelines.
· Ensure innovation, impact, durable solutions are focused in all program work.
· Monitor projects at sites and provide support to Area Managers and other program staff.
· Ensure timely, quality, accurate and relevant program/project reports are prepared for submission to donors, LWF Geneva, and other relevant stakeholders according to agreements.
Fundraising and Finance
- Strong fundraising skills in order to broaden and diversify funding sources backed by quality program delivery and operational excellence.
- Ensure quality concept notes and proposals are prepared for submission to potential donors.
- Actively participate in negotiations with related agencies, UN agencies, EU delegations and other potential partners for humanitarian and development work in Jordan and elsewhere to maximize resource mobilization and diversification.
- Continually monitor the implementation of approved projects within the agreed budgets and timelines and provide feedback to Finance in accordance with agreed arrangements.
- As budget holder, insure expenses fully comply with the LWF local, regional and global finance manual, Logistics manual and donor regulations.
Coordination
- Ensure attendance at all inter-agency, INGO, and Action by Church Alliance (ACT) coordination meetings pertaining to programs.
- Contribute related thematic sector specific strategy development initiative led by Jordan INGO forum.
- Coordinate with Area Manager to organize field visits for visitors and donors when needed.
- Support Area Managers to ensure compliance with security procedures and policies by field offices as determined by country leadership following the Country Security Plan.
- Coordinate with Finance and Admin Manager on all logistics related tasks.
Human Resources
- Supervise and support the relevant Area Managers, other staff at the country office and in the field.
- Ensure that all program staff have clear performance objectives and that performance appraisal is conducted at agreed regular time intervals.
- Ensure that new program staff are provided with thorough orientation on the programmatic and support aspect of LWF in general and the project/function to which they are assigned in particular.
- Prioritize staff development and continual learning for staff.
REQUIREMENTS:
Qualification
· Master’s degree in Social Sciences, humanitarian studies, development studies or equivalent from a recognized institution.
· Minimum five years of proven experience in managing and leading program teams in humanitarian and/or development contexts, with proven track record of project acquisition as well as experience in managing projects and supporting program staff through the entire project cycle management.
· Fluency in English, both oral and in written.
· Previous experience in Jordan and/or the Middle East Countries is an advantage.
· Adequate experience with rights-based and people-centred empowerment approach, with a focus on social cohesion and social justice, which are the core areas of LWF World Service works.
Context/specific skills and knowledge:
· Good knowledge of cooperation with UN agencies, EU/ECHO and Western Donor Government, with an innovative and pragmatic approach is highly desirable.
- Knowledge of the context in Jordan- both host community and refugee camps an advantage.
- Good communication and coordination skills.
- Self-awareness and proven ability to lead the team successfully in different cultural environments.
- Ability to achieve results and maintain consistent high standards of professional behaviour and achievement, including when working within remote management.
- Ability to manage stress, flexible and accommodating in difficult and frustrating working circumstance.
