Purpose
The Senior Humanitarian Manager is responsible for the overall leadership and management of all LWF humanitarian response in Ethiopia. This entails overall responsibility for the effective and efficient management of the LWF emergency operations which include resource mobilization and grants management, managing the human, financial, logistics and procurement, and administrative resources and functions.
The Senior Humanitarian Manager is the primary representative of the LWF in key humanitarian response coordination meetings, clusters, inter agency and technical meetings, NGO partners and Government authorities
Required qualifications
A university degree in Social Sciences, development studies or its equivalent from a recognized institution.
Professional proficiency with computers; in Word, Excel, PowerPoint, and ability to learn and communicate with SharePoint systems.
Knowledge and Experience
Minimum of five years international experience in managing large development and humanitarian projects with a minimum of 5 years’ related experience that includes international humanitarian (emergency) response at field and/or home office-level.
Demonstrated knowledge of and experience working with major humanitarian donors including the United Nations agencies (OCHA, UNHCR, IOM), the United States Government agencies USAID/BHA/PRM, EU/ECHO, Sida and others. Experience implementing high value, high risk USG and UN projects.
Demonstrated attention to detail, ability to multi-task and to make independent decisions.

Main duties
Leadership
Lead the overall LWF Ethiopia humanitarian response portfolio.
Ensure high quality, timely and compliant program implementation, in line with LWF grant management procedures and donor regulations.
Monitor risk in close liaison with the Country Management Team (CMT) leadership to agree on risk mitigation strategies; develop plans to address these risks and escalate issues as appropriate.
New Business Development
Lead prepositioning and planning to reach out to in-country donors and identify opportunities. Advise the Country Representative in taking the go/no-go decisions for LWF. Secure all needed approvals prior to submission.
Lead the process of developing and submitting high quality and compliant concept notes and proposals that are aligned with LWF’s response strategy and donor priorities, in line with LWF’s Standard Operating Procedures.
Work closely with the Program, Finance and Administration to coordinate proposal timelines and roles and responsibilities.
Maintain knowledge management systems around resource development (ensuring documents are posted on NEWDEA as applicable, maintaining proposal libraries, documenting lessons learned and good practices).
Oversee donor communications, requests and amendments to ensure they are communicated effectively and oversee completion of resulting actions; coordinate response to donor queries as needed.
Problem-solve grant implementation with the country team to instil overall health of grants escalating issues to supervisor as needed.
Monitor donor compliance responsibilities for assigned portfolio, including working with the Humanitarian Finance and Compliance Unit to monitor award implementation, supporting reporting and procurements to ensure compliance with donor requirements, and providing needed compliance support to country offices.
Provide leadership to project kick-offs for grants in portfolio, including planning and facilitating start up calls/meetings with CMT, and reviewing project timeline, deliverables, and donor requirements in detail.
Ensure completion of program-specific components of the grant closeout process, including the submission of narrative, distribution reports and other requests.
Support the Program Unit to maintain knowledge management systems for humanitarian response portfolio of grants.
Coordination and Accountability
Actively engages in humanitarian coordination mechanisms including all relevant clusters and task forces in Addis, and coordinate similar engagement at field levels.
Builds effective networking / collaboration relations, communication and partnerships with implementing partners, communities, NGOs and local and State level Government stakeholders and protects the LWF integrity and accountability.
Ensure that projects are implemented according to Core Humanitarian Standards, LWF emergency response guidelines and approaches.
Takes prompt and appropriate action to resolve existing and anticipated problems and address the concerns and complaints of stakeholders.
Supports the field staff to formulate practical Complaints and Response Mechanism (CRM) suited to the local contexts.
Finance and Administration
Monitors closely project expenditures against the approved budgets.
Ensures effective application of adequate internal control and risk management procedures, including proper authorization of purchases and payments, and ensures satisfactory accountability of all project expenditures in line with the LWF and donor financial regulations.
In liaison with the Finance Manager, prepares and presents timely and accurate monthly financial projections of expenditure for humanitarian projects; ensures timely submission of monthly cash projections, financial reports and supports the finance staff to fulfil their functions in liaison with the Finance Manager.
Certifies all requests for procurement and contracts in conjunction with the Procurement Committee and ensures that procurement of goods and services for project implementation are done in accordance with established the LWF procurement and finance policies and procedures.
Maintains updated asset register and monitors and reports regularly on the proper usage of the LWF assets, supplies and other consumables.
Ensures safety and security of staff and advises and consults with the LWF country management on security matters, and takes appropriate action in line with the security policy.
Human Resources
Actively engage in the recruitment of qualified project staff with the help of the HR and Admin Unit.
Manage the performance of staff under his/her direct supervision.
Maintain team work and an enabling working environment for field teams including ensuring clear reporting and communication channels and regular documented meetings.
Support the professional development of the team members and conducts regular performance appraisal of the team members.
Support the identification of training needs and plans their execution.

Carries out any other duties as assigned by the LWF World Service Representative or her/his designate.
