Duties and Responsibilities
Under the guidance and direction of the Finance Manager for South Sudan program, The Senior Finance Officer substantially contributes to the effective management of LWF Accounting and ensure that the implementation of financial related activities and maintaining accounting records, in accordance with established LWF Sudan guidelines and procedures, preparation and maintenance of the payroll effectively and efficiently.
Specific task :
· Oversees the maintenance of the accounting records for all financial transactions for all accounts as per LWF financial policy manual.
· Checks and Payment vouchers and receipts vouchers to ensure that they are correctly worded and coded as per the LWF project codes.
· Produce budget codes for new projects, discuss with Deputy Finance manager and circulate to the project teams.
· Import cashbooks and journals into SAGE, ensure adjustment journals, and produce the standard monthly reports (‘Fin Reports’, ‘Other reports’ and ‘Cashflow report’ by the 10th of every month.
· Ensures that income and expenses are recorded in SAGE correctly and in a timely manner.
· Prepare debit notes and send to debtors such as donors regularly
· Oversees the preparation of cash payment batches daily, and ensures that vouchers are correct and supported by complete and valid documents;
· Follows up and supports the Project accountants to ensure that cash and bank reconciliation are produced and signed off at the end of the month. Cash reconciliations must be signed off every week on ad hoc basis.
· Compiles a monthly summary/analysis of staff timesheets to allow for the production of the monthly journal of staff recharges to projects.
· Reviews on a monthly basis all debit notes/invoices raised but not yet paid and produces a report of all outstanding amounts, including staff accounts, and undertakes follow-up as directed by the Deputy Finance Manager.
· Assists with the preparation and revision of program and grant proposals and budgets including operating budget with budget guidelines to assist Deputy Finance manager in formulating budgets;
· Advises the Deputy Finance Manager of major or potential problems, if any, arising from the all transactions made in at Headquarters or in the project sites
· Reviews, validates, revises and pre-approves the monthly payroll
· Monitors the cash flows and advises on frequency of monthly replenishments from Headquarters. Keeps an informed knowledge of cash and bank balances to ensure that no bank account is overdrawn at any time.
· Monitors the receipts of funds from donors, international debtors, LWF Geneva office, etc into the bank accounts through bank cheque receipts, identifies income received by transfer, codes all items, and produces posting vouchers;
· Liaises with the field based finance staff and the Projects accountant on their needs and does actual transfers of funds as and when required, including monthly transfers to the project offices. The information should be provided to the finance manager to arrange for transfer of funds from HQ.
· Assist Deputy Finance Manager in coordinating project audits and the year-end audits
· Supervises the work of the Accountant and the Cashier
· Perform any other relevant duties that may be assigned from time to time by the Deputy Finance Manager
Minimum Qualifications and Personal Specification:
- Qualified Certified Public Accountant (CPA, ACCPA) and/or Bachelors Degree in Accounting or Business Administration
- Computer literacy and proficiency in accounting software package(s). Excellent computer skills (advanced Excel required)
- Preferably a minimum of 5 years experience in working with International NGOs
- Should possess good record keeping and report writing skills
- Should be self driven, willing to work long hours and able to multi task and work with minimum supervision
- Should be flexible, innovative, a team player with good interpersonal skills
- Able to work under pressure with competing deadlines in a demanding and challenging working environment
- Good supervisory skills and ability to work with people of diverse culture
