1. Introduction:
Since 2012, LWF has been responding to the needs of refugees who fled fighting in Blue Nile and South Kordofan, Sudan to Upper Nile and Ruweng State in South Sudan. LWF is a partner to UNHCR and a member of ACT Alliance and is implementing child & youth protection and education programs. LWF provides protection (prevention and response) services to unaccompanied/separated children, orphans, victims of early/forced marriages, child labour, children in conflict with the law, child neglect etc. LWF supports unaccompanied/separated children with family tracing and reunion with their parents and or puts them in foster care arrangement. The children are enrolled back to school and provided with psychosocial support, scholastic materials and non food items.
LWF works with community based structure such as child rights club, child help desk, child protection committees, youth and women groups, foster care parents, community leaders, and teachers to provide coherent services, increase coverage of protection services and sustainability of the programme.
LWF’s has an interest is to improve the quality of its prevention and response services to both refugee and host community children and youth and to enhance the effectiveness of its role in promoting peaceful co-existence between the refugees and the hosting communities. Protection of persons of concerns i.e. children in both communities is key hence LWF’s focus to strengthen capacity of its staff on the theme of child protection.
In the light of the above, the LWF seeks to engage an experienced professional trainer to conduct a 5 days training for LWF staff on Psychosocial Support & Trauma and Case Management for children and adolescent in need of care and protection.
2. Objectives
· Review of most relevant PSS guidance and best practices for psychosocial support for refugee children and adolescent affected by crisis.
· Systematically provide linkages of psychosocial support with Child Protection and Education :
o PSS best practices
o PSS standards for care and case management
· Develop a guidance document which clearly stipulates what types of preparations and training are required and under what types of circumstances the use of the psychosocial modules will be appropriate
3. Methodologies
A general guide is described below in this document to aid the consultant in the development of detailed methodology for delivery of the training
4. Scope of Work
The scope of work will be to:
- Develop interactive and detailed training content and sessions and all accompanying background material for the delivery of a training that ensures afore mentioned training objectives are addressed. Specifically, these should encompass the following:
· Definition of terms
· Identification of children and adolescents in need of PSS and trauma management; including cross cutting issues
· Who can provide PSS
· Legal framework in PSS
· Causes,RiskfactorsandVulnerabilitiesinPSS
Developmental Psychosocial needs
· Supportive Communication skills
· Grief, Loss and Psycho-trauma in Children
· Common and Extreme Stress Reactions
· Resilience Building and coping
· Guiding principles in PSS programming
· PSS programme Implementation (Interventions)
· Caring for Helpers
· Monitoring and Evaluation in PSS and trauma management
Develop a participatory Training Methodology that enhances staff analysis skills in approach towards psychosocial support for children and young people
Facilitate training for staff on psychosocial support for children and young people South Sudan.
Compile and submit within agreed timeframe the training report
5. Deliverables
· Summary findings for best practices for psychosocial support/interventions related to children in emergencies.
· Guidance document for the use of the psychosocial training and requisite training/preparations required for implementation.
· Report on psychosocial support for children and young people training
· Award of certificates to the participants
· The Consultant will provide an electronic version of all the required deliverables
6. Duration of the Consultancy
It is anticipated that the consultancy will take 8 days as follows:
· Preparation of psychosocial support for children and young people training package - includes training content, training program/sessions, handouts and learning materials such as case studies and other related learning exercises (1 day)
· Facilitate training on psychosocial support for children and young people, South Sudan (5 days)
· Preparation of training report and submission (2 days)
7. Qualifications
· Post-graduate degree in Social Sciences, Social Work and Social Administration, Law or any other related field.
· Experience working in child and youth protection and knowledge of South Sudan context
· Good understanding of child and youth protection/psychosocial programming.
· Experience of designing and running child and youth protection training interventions (with specific experience in GBV, Protection, Child Protection, International/Regional/National legal instruments for protection etc.)
· Fluency in English, Knowledge of Arabic will be an advantage.
8. Technical and Financial Proposal
The technical proposal should include:
· Details on how the consultant will address the ToR’s items 2, 3 and 4 above
· CV detailing key qualifications as outlined above.
· A detailed activity plan (8 days) to be undertaken to fulfil the tasks mentioned in this ToR
· A financial proposal aligned to the specified period of the consultancy
The applicant should submit to LWF both the technical and financial proposal (in USD) with breakdown of the tasks to be carried out by date.
