Reporting line: to LWF World Service Team Leader in Iraq, with technical reporting line to Finance and Administration Manager in Amman
Basic purpose
The Finance Officer will ensure that accounting systems are maintained to provide the information required for planning and monitoring and reporting for program operations, for safeguarding assets, discharging liabilities and legal responsibilities. He/she will provide quality control assurance within the LWF World Service Iraq emergency operation, and make sure that the finance function is carried out in a professional and competent manner.
The Finance Officer will be responsible for the finance (administration and control of funding and expenditure, allocation of overheads, preparation of finance part of all projects proposals etc.) and administrative (office management and administration and general services, government liaison, travel and logistics arrangements, procurement, contracts and asset management) tasks. He/she will advise and inform the LWF World Service Team Leader on matters relating to budgeting, financial planning, reporting, administration and related staffing.
Required Qualifications
- Professionally qualified accountant.
- CPA or equivalent qualification.
- Team-oriented, flexible and excellent communication skills.

Knowledge and Experience
- Previous international working experience in finance function with humanitarian assistance or development programs, preferably with non-governmental or church-related organizations.
- Conceptual and analytical skills and demonstrated organizational, management and supervisory skills.
- Knowledge and experience of cooperation with United Nations, governmental agencies and international development cooperation in the field of humanitarian assistance.

- Arabic: Basic communication is an additional advantage
Main duties
- Ensure that accounting systems are maintained to provide the information required for planning, monitoring and reporting for programs and projects, for safeguarding assets, discharging liabilities and legal responsibilities.
- Prepare all mandatory monthly and yearly accounts, ensuring that accounting policies are properly and consistently applied and to submit such accounts in accordance with the deadlines in the LWF World Service Operations Manual.
- Submit requests for instalments of funds from LWF World Service HQ in a timely manner, ensuring a reliable cash flow for the program.
- Assist in the preparation of, and verify the accuracy of, budgets for all projects and proposals.
- Prepare cash flow projections in accordance with procedures, and manage the cash flow of the country emergency operation in order to ensure that (a) sufficient funds are always available, and (b) Team Leader is properly aware of the total funds available.
- Prepare monthly finance and management reports for the LWF Iraq management team and the Techgnical Manager in Amman in accordance with the LWF World Service Operations Manual.
- Supervise national finance and administrative staff.
- Ensure the timely payment of all local salaries, benefits, taxes, and insurances; ensure the maintenance of payroll records.
- Ensure that all staff settle advances in line with established policy and procedures and that all accounts are settled at the time of termination of service.
- In coordination with the HR, ensure valid insurance policies as required by law for national staff; and also for vehicles, public liability insurance, fire insurance, etc.
- Keep up-to-date on current legislation relating to staff compensation, tax laws and relevant legal systems.
- Compile Budget Versus Actual (BvA) for each budget holder in line with their specific project budgets.
- Monthly present the BvAs to the Management Team for project planning and ensuring donor compliance.
- Train Project staff on budget holder responsibilities, finance documents and systems as part of their orientation.
- Ensure budget holders maintain control of expenditure against budget for all projects, correct coding and only signing off on expenditures when funds are available.
- Build up capacity of local finance and admin staff to enable them to better perform their roles and responsibilities.
